Process to Obtain Driving Licence :

A driving Licence is the most important documents for those who wish to drive a motor vehicle in a public place. To drive a motor vehicle one has to obtain the driving licence. Today each and every person willing to drive a motor vehicle and for this they required to have a driving licence for the particular category of motor vehicle he intends to drive.

Two types of driving licences are issued :
Learner’s Licence :
This is a temporary licence which is valid for 6 months and issued to citizens, when they are in the process of learning driving of Motor Vehicles.

Permanent Licence 
:
When a person becomes perfect and  eligible for a permanent licence after expiry of one month from the date of issuing the learner’s licence.

Eligibility Criteria  :
1.  A person who has completed 18 years of age is eligible to obtain a licence for Motorcycle and Light Motor Vehicles.
2.  A person who has completed 20 years of age is eligible to obtain a licence to drive professional and Light Transport Vehicles such as M/Cycles, Taxis, Auto rickshaws, P/Ups, etc.
3.  A person who has completed 16 years of age but below 18 years of age can obtain a licence for M/cycles which should not exceeding 50 c.c.

Where to apply for licence :
1.  A person for learner’s licence needs to approach the Assistant Director of Transport of the concerned area, in which he/she resides and submit the duly filled in Form 2 (Rs.5/-). All the necessary documents as shown in the application form should be submitted alongwith the application form.
2.  The concerned  Department has advanced computerized services of learner’s licences and introduced the services through the R.T.O. Counters and Mahiti Ghars at Panaji, Bicholim, Ponda, Margao and Vasco.
3.  The application for permanent driving licence should be given in Form 4 (Rs.5/-) along with the documents mentioned therein. An applicant holding permanent driving licence for one class and desirous of obtaining licence for another class of vehicle should make an application in Form No. 8 (Rs.5/-).

Application for learner’s licence :
An application for the grant or renewal of a learner’s licence shall be made in Form 2 and shall be accompanied by-
1. a medical certificate in [Form 1-A] 2. Proof of age
3. Proof of Residence
4. Three copies of the applicant’s recent [passport size photograph],
5. Appropriate fee
6. In the case of an application for [transport vehicle], the driving licence held by the applicant.
7. Consent of parent or guardian, in the case of application by minor.-In the case of an application for a learner’s licence to drive a motor cycle without gear by an applicant the application shall be signed by the parent or guardian of the applicant.

Preliminary test :
Every applicant for a learner’s licence shall present himself before the licensing authority on such date, place and time, as the licensing authority may appoint, for a test and satisfy such authority that the applicant possesses adequate knowledge and understanding of the following matters, namely :
a. the traffic signs, traffic signals and the rules of the road regulations made under section 118;
b. the duties of the driver when his vehicles is involved in an accident resulting in the death or bodily injury to a person or damages to property of a third party;
c. the precautions to be taken while passing an unmanned railway crossing ; and
d. the documents he should carry with him while driving a motor vehicle.

Preliminary test:
After scrutiny of documents, the applicant would be required to take the driving test, for which he would bring his vehicle along. The applicant will be tested for his driving skills, familiarisation with the vehicle, traffic rules & regulations and can also be asked about the vehicle system and safety.

Permanent Driving Licence : 40.00
Permanent Driving Licence (in laminated card) : 200.00
